German company RWE AG has commenced proceeding against the Spanish State for breach of the European Energy Charter, in respect of cuts of incentives for renewable energy, through a request for arbitration before the International Centre for Settlement of Investment Disputes. It is the eighth application filed by foreign companies after the Spanish Government intoriduced electricity reforms.
